Riot will not start to ban TPM unless they also "adapt" the game to force TPM as well and this is a lot of work to do, so this is not happening any time soon. And a direct answer to your question: No, they do not ban TPM serials and this is why most of the spoofers works well for League of Legends. You can also play with full TPM off.
I see you bought biksoon yes? Just use the spoofer that comes with the script it's enough to get your hwids changed. I have personally used it on two pc's so far and both of them can play normally.
